ElevenLabs Free vs Starter (2026): Is the $5 Plan Worth It for Creators?

ElevenLabs Free vs Starter for creators: whether free-plan audio can go in monetized or affiliate content, how far 10,000 credits go against 30,000, and what happens to your credits and license when you cancel. Tested October 22, 2026.

The short answer

If the voiceover earns money, you need Starter: $6 a month, or $5 billed yearly, with the commercial license. The free plan cannot be used commercially, so test voices there first.

Prices checked on the vendor's own page. Some links are affiliate links (disclosure).

Quick verdict: If the voiceover goes into anything that earns money, you need ElevenLabs Starter. That includes a monetized YouTube channel, an affiliate pin or a product video for your shop. ElevenLabs says the free plan “cannot be used for any commercial purpose,” even with credit given. Starter costs $6 a month, or $5 a month billed yearly, and adds the commercial license, 30,000 credits and Instant Voice Cloning. Use the free plan to test voices first, because a refund is off the table once you spend a single paid credit.

Can you use free ElevenLabs audio commercially?

No. ElevenLabs’ help center says the free plan “does not include a commercial license,” and its Terms of Use, last updated October 9, 2026, limit free users to non-commercial purposes. Crediting ElevenLabs does not change that.

The pages we read do not define “commercial” or name YouTube, TikTok or Pinterest. We read it the plain way. A YouTube Partner Program video earns ad money, so it counts. A pin with an affiliate link counts. A sponsored Reel, a product demo for your Etsy shop and a voiceover you deliver to a client all count. If the content could bring you a single dollar from ads, links, sales or a client, pay for the license before you publish it.

Hobby posts have a rule too. Anything you publish from the free plan, or while signed out, has to carry “elevenlabs.io” or “11.ai” in its title, according to the help center. That looks odd on a growing channel.

Upgrading later does not fix old clips. The help center says audio generated outside a subscription “will always require attribution.” If you made 20 test voiceovers on the free plan and then decide to monetize, regenerate them on Starter before they go into paid content. Budget credits for that.

One exception applies on paid plans too. Output from ElevenLabs’ Beta Services cannot be used commercially or in production, per the same help article. Keep anything labeled beta out of client work.

How far 10,000 free credits go

ElevenLabs charges 1 credit per character of text, and our test on October 22, 2026 confirmed that rate on the Eleven v4 model. Spaces and punctuation are characters. The pricing page rounds Free to about 10 minutes of speech a month and Starter to about 30.

We wrote a 71-word, 351-character fall-porch voiceover script for the test. One generation cost 351 credits, and each generation click produced two takes in the history panel, so you get two options to pick from per 351-credit charge.

Plan Credits Generations of a 351-character script Takes (2 per generation) Finished voiceovers at 3 generations each
Free 10,000 28 56 9
Starter 30,000 85 170 28
Creator 121,000 344 688 114

Three generations per finished voiceover is our estimate for a normal workflow: try two voices (2 generations, 4 takes), keep the best take, then regenerate it once to get a second option (1 more generation, 2 takes). That matches the 1,053 credits we spent on three generations in our test.

Regeneration costs the same as a new generation. ElevenLabs’ FAQ mentions that free regenerations “may be available as long as the content and certain settings do not change,” but we saw no free-regeneration indicator during our test. Plan on paying full price for every click.

Nine finished 30-second voiceovers a month is enough to decide whether an AI voice suits your content. A daily channel burns through that fast. Three 60-second videos a week is about 13 videos and a little over 9,000 credits on one generation each, so Starter covers it with room for retakes.

Starter’s unused credits roll over for up to two months while you stay subscribed. Free credits do not roll over at all.

What we tested

On October 22, 2026 we signed up for a new ElevenLabs free account and ran a 351-character script through two stock voices. No credit card was required at signup. The account started with 10,000 credits and the default model was Eleven v4.

Credit cost and generation. We pasted the script, and the app showed “351 / 10,000 characters.” Our first voice was Adam (Dominant, Firm). One click charged 351 credits and created two takes in the history panel. Adam’s clip ran 21.8 seconds. We switched to Jessica (Playful, Bright, Warm) and generated again: 351 credits, two takes, 20.7 seconds. Credit counters lagged by about a minute after each generation.

ElevenLabs Text to Speech screen after generating with Adam, showing 9,649 credits remaining and 351 of 10,000 characters used

We then regenerated Jessica’s voiceover. ElevenLabs charged the full 351 credits. Three generations total used 1,053 of our 10,000 credits.

Downloads. Both files downloaded as MP3, 128 kbps, 44.1 kHz. File sizes were about 348 KB for a 21-second clip. The download menu listed MP3 at 128, 192 and 256 kbps, WAV, Advanced and “Save to assets.” We only downloaded at 128 kbps MP3. No audio watermark or spoken tag in either clip.

No attribution warning in the app. We saw no attribution banner, checkbox or pop-up during generation or download. The commercial-use restriction lives in the help center and Terms of Use. On the subscription page, the free plan card showed “Commercial license for Speech and Music” with a line through it.

Voice cloning. The Instant Voice Clone upload dialog opened on our free account with no upgrade wall. It showed “10 seconds of audio required,” a file uploader and a “Record audio” button. We did not upload anything, so we cannot confirm whether the clone finishes on Free. The pricing page and compare table list Instant Voice Cloning under Starter, not Free. Professional Voice Cloning showed an upgrade wall: “You need to be on at least the Creator plan.”

Studio. The subscription page listed 5 Studio Projects on Free, 20 on Starter and 1,000 on Creator. Our account started with two sample projects.

What we did not test. Whether Instant Voice Clone completes on a free account (we opened the dialog but did not upload). Whether MP3 at 192 or 256 kbps or WAV download works on Free (the menu showed all options, but we only downloaded 128 kbps MP3). The cancel flow on a paid plan (we stayed on Free). Whether the in-app Starter promo holds at checkout (we did not buy).

Pricing (verified October 22, 2026)

We read every number below on ElevenLabs’ pricing page on October 22, 2026. Annual billing works out to two months free, since the FAQ says you pay for 10 months.

Plan Monthly Billed yearly Credits/mo Key additions
Free $0 n/a 10,000 Text to speech, speech to text, sound effects, Voice Design, music, 5 Studio projects
Starter $6 $5/mo ($60/yr) 30,000 Commercial license, Instant Voice Cloning, 20 Studio projects, Dubbing Studio
Creator $22 About $18.33/mo ($220/yr) 121,000 Professional Voice Cloning, audio up to 192 kbps

The pricing page showed no first-month discount for Starter on October 22. Inside the app, though, the subscription page displayed “First month for $1” with the $6 price struck through. Creator showed “First month for $11” in both places. Promotions like these change without notice, so check both the pricing page and the in-app subscription screen before you pay.

Starter does not change the audio quality. The listed output is the same 128 kbps as Free. If you need 192 kbps files for a podcast, look at Creator, which is $22 a month or $11 for the first month at the time of writing.

Payment works by credit card, Apple Pay or Google Pay, per ElevenLabs’ billing docs.

Support, cancellation and refunds

Everything in this section comes from ElevenLabs’ help center and Terms of Use, read on October 21, 2026.

You can cancel any time. The help center path is your profile menu, then Subscription, then Billing, then Modify Plan and Cancel Plan. We did not see this path ourselves because our test account stayed on Free. Cancellation takes effect at the end of the billing cycle, and you can click Resume subscription before that date to undo it. Then the account drops to Free.

Your unused credits disappear at that point. Rolled-over credits go too, because rollover only works while you are subscribed. Spend them first.

Refunds are narrow. ElevenLabs refunds a payment if you ask within 14 days and have not used any credit quota in that billing period. One generation on Starter ends your refund chance. The Terms of Use add that “all sales are final” apart from refunds ElevenLabs grants at its discretion, and prepaid credit purchases are non-refundable unless the law says otherwise.

To ask for a refund, email support@elevenlabs.io from the address on your account and give your reason. If you subscribed inside the ElevenLabs iOS or Android mobile app, the help center sends you to Apple or Google for the refund instead.

Your license outlives your plan. The help center says you keep a commercial license to whatever you generated during the subscription “forever.” Pay for one month of Starter, make a client’s voiceovers, cancel, and those files stay licensed. ElevenLabs only promises the files will stay in your account for “an unspecified amount of time,” though, so download copies.

Annual plans renew on their own unless you cancel, and credits still reset monthly on a yearly self-serve plan. If ElevenLabs raises prices and you do not accept, the Terms of Use say you have to cancel at least 7 days before the change takes effect.

What we didn’t like

The refund rule punishes testing on a paid plan. You cannot try Starter for a day and ask for your money back if you have generated anything, so the free plan is your only real trial.

Old free clips stay attribution-bound after you upgrade. Creators who build a backlog on Free and then start monetizing have to regenerate it, and ElevenLabs does not flag this on the pricing page.

The Instant Voice Clone upload flow opened on our free account with no warning, even though the pricing page lists cloning under Starter. If the clone fails or locks after upload, that is a confusing experience for someone who thought they had access.

The word “commercial” goes undefined on the pages we read. We would like a plain line about monetized YouTube channels and affiliate links in the help center, since that is the first question most creators ask.

Starter lists the same 128 kbps audio as Free, and the bump to 192 kbps sits on Creator at nearly four times the price.

Which plan should you pick?

You have not published anything yet and want to hear how your scripts sound. Stay on Free. Run your real scripts through two or three voices, and note how many credits each take uses.

You run a faceless YouTube channel that is monetized or close to it. Get Starter before the first voiceover you publish, and regenerate any clips you made on Free.

You make video pins with affiliate links. That is commercial use. Starter covers it, and its 30,000 credits work out to about 85 generations of a 30-second script a month, each giving you two takes to pick from. Our list of AI tools for Pinterest creators shows where ElevenLabs fits next to CapCut and Pictory.

You have one paid client project. Pay for one month of Starter, finish the job, download every file and cancel. The license on those files stays.

You want the voiceovers in your own voice. The pricing page lists Instant Voice Cloning under Starter, even though the upload dialog opened on our free account. Professional Voice Cloning starts on Creator.

FAQ

Can I use the ElevenLabs free plan for YouTube monetization?

No. ElevenLabs says free-plan output cannot be used for any commercial purpose, and a monetized channel earns ad revenue. Use ElevenLabs Starter at $6 a month or a higher paid plan for monetized videos.

Do I have to credit ElevenLabs on Starter?

The help center’s attribution rule covers content made on the free plan or while signed out. Paid plans include a commercial license, subject to ElevenLabs’ terms and its prohibited use policy.

How many minutes is 10,000 ElevenLabs credits?

The pricing page puts it at about 10 minutes of text to speech. On the Eleven v4 model, our test confirmed 1 credit per character, so 10,000 credits is 10,000 characters. A 351-character script cost 351 credits per generation and produced about 21 seconds of audio.

Do unused ElevenLabs credits roll over?

On paid plans, unused credits roll over for up to two months while you stay subscribed. They do not roll over on Free, and you lose them when you downgrade or cancel.

Can I get a refund on ElevenLabs Starter?

Only if you ask within 14 days of payment and have not used a single credit in that billing period. One generation ends your refund window. Email support@elevenlabs.io from your account address.

Does ElevenLabs add a watermark to free-plan audio?

We downloaded two clips on the free plan on October 22, 2026 and heard no audio watermark or spoken tag. The files were standard MP3, 128 kbps, 44.1 kHz.

How we tested

On October 21, 2026 we read ElevenLabs’ pricing page, its help center articles on publishing content, cancellation, refunds, downgrades and content after a subscription ends, its billing docs and its Terms of Use. On October 22, 2026 we created a brand-new free account, generated a 351-character script with two stock voices (Adam and Jessica), regenerated one, downloaded both clips, checked the voice cloning and Studio pages, and viewed the subscription screen. We recorded credits before and after each generation, file format and bitrate, and every upgrade prompt or attribution notice shown.

We did not upload audio for Instant Voice Clone, so we cannot confirm whether it completes on Free. We did not test higher-bitrate MP3 or WAV download on Free, the cancel flow on a paid plan, or whether the in-app Starter promo holds at checkout. Pricing was rechecked on the public pricing page on October 22.

More on how we work is on the About page.

Final verdict

Free works for testing. Each generation gives you two takes to compare, and 10,000 credits stretch to about 28 generations of a 30-second script.

If your voiceover goes anywhere near a monetized video, an affiliate link or a client, start on Starter and generate your final files there. Test on the free plan first, because the refund window closes the moment you use a paid credit.
